Dustin S. Bell

Dustin Bell is a Senior Consultant with ESi. Mr. Bell’s experience in the rail industry spans more than a decade. His previous roles and responsibilities include railroad operations, maintenance-of-way engineering and operations, capital planning and budgeting, and various engineering leadership positions. Mr. Bell’s expertise includes railroad operations management and engineering, and compliance with Federal Railroad Administration (FRA) 49 CFR part 213 and 214 regulations.

Railroad operations and safety are a specialty of Mr. Bell. He served as a Staff Engineer for more than 6 years where he managed business operations, financial operations, and employee operations for the engineering department. In his role as Staff Engineer, he convened internal investigations and hearings related to union employees for the CSX Labor Relations and Human Resources Departments. When rail engineering cases and new matters arose for CSX, Mr. Bell was called upon for his subject matter expertise. His other responsibilities included the design and implementation of safety audits, and safety training and operations planning for new managers. His budget responsibilities included managing an operating and capital budget, and performing financial planning, forecasting, and analysis for the department.

Mr. Bell has more than six years of experience as a Roadmaster.  In the Roadmaster role, he managed work crew day-to-day railroad operations, track maintenance programs, track inspections, documentation, capital projects, public projects, FRA track standard compliance, and safety audits. Mr. Bell was a member of an internal engineering advisory board responsible for oversight of procedures within the engineering department and for staff training. Mr. Bell also oversaw the coordination of railroad operations with multiple public entities in the communities his territories covered.
